Welcome to the Region IV ESF8 Unified Planning Coalition...


The Region IV ESF8 Unified Planning Coalition (UPC) is a state-lead interstate public health and medical preparedness and response organization devoted to planning and the development of partnerships.

In March of 2006, Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee and federal ESF8 representatives joined together to create the Region IV ESF8 Unified Planning Coalition (UPC). The concept was the result of lessons learned from the 2004 and 2005 hurricane seasons when states recognized the need for better regional coordination during disasters. Since that time, ESF8 leaders from Region IV states and federal partners have been meeting on a quarterly basis to address key public health and medical issues and engage in extensive interstate preparedness planning.


The UPC is made up of Emergency Support Function 8 - public health and medical- leadership from FEMA Region IV and federal ESF8 representatives.

Mission, Vision, Values
Mission

Through collaborative all-hazards planning and the development of partnerships, the Region IV ESF8 Unified Planning Coalition will enhance the member states' abilities to prepare for public health and medical response to incidents/events.

Vision

All Region IV ESF8 Unified Planning Coalition state, federal and tribal partners will support each other to prepare for and respond to incidents or events through the development of integrated, interoperable, and comprehensive all-hazards public health and medical emergency response systems.

Strategic Objectives
In order to support it's mission, the UPC established six strategic objectives to guide the work underway by the coalition. The regional coordinator provides monthly reports on the regional activities that occurred to

  1. Institutionalize an effective system for interstate collaboration on preparedness and response issues among state and federal ESF8 leaders within Region IV. 
  2. Strengthen and improve communication between Region IV states and federal partners. 
  3. Establish and maintain an operational Resource Coordinating Task Force to facilitate resource identification and maintain regional situational awareness regarding incidents/events through EMAC. 
  4. Convene multi-disciplinary workgroups with representation from Region IV states to conduct interstate planning on key ESF8 issues. 
  5. Develop comprehensive state profiles that outline the scope, structure, and capabilities of the ESF8 systems in Region IV. 
  6. Share best practices among ESF8 (public health & medical) systems.
Leadership
The UPC is governed by an executive committee which is made up of one to three representatives from each Region IV state, federal ESF8 representatives and supported by a regional coordinator. The committee is comprised of senior personnel with areas of expertise in the following areas: Public Health, Emergency Management, Emergency Medical Services and Hospital Preparedness. 

Planning Initiatives
The UPC has established thirteen workgroups focused on interstate planning for public health and medical issues. Below is a description of the workgroups.
  • Asset Typing - Serves as a platform for developing common asset typing systems across the region. This workgroup has developed an inventory of the assets typed within the region, agreed to adopt uniform typing for common assets, and developed a prioritized list of assets to be typed in the future.
  • Assessments - This workgroup is charged with reviewing the assessment forms across the region and making recommendations for a common form; developing a standard concept of operations for conducting the assessments to include assessment team composition and timeframes for conducting the assessments; and developing a list of what training assessment teams should have and developing joint training as necessary so that more qualified assessment personnel are available across the region.
  • Volunteers and Credentialing - Primary membership of this group includes state Medical Reserve Corps and ESAR-VHP coordinators. They are addressing issues related to the use of volunteers during a health and medical response. They have recently drafted a regional concept of operations for sharing volunteers across state lines.
  • Fatality Managment - This group is focused on enhancing the region's fatality managment capability. This includes conducting an assessment of current state capabilities and developing regional strategies.
  • Medical Logistics -  This group shares information regarding the management of pharmaceutical and equipment caches. They serve as a platform to share best practices and assist one another in planning. This group includes the Strategic National Stockpile planning.
  • Exercise Coordination - This group includes all the state exercise coordinators within Region IV. They share exercise scenarios and tools, coordinate on cross-border exercises and assist other UPC workgroups who would like to exercise parts of their plans.
  • Pre-hospital and EMS - Issues that effect EMS providers are the focus of this group. All of the region's State EMS Directors are members of the group. This group has addressed issues surrounding the FEMA ambulance contract, use of ambulance strike teams and standard reimbursement rates for EMS resources during EMAC.
  • Pandemic Influenza- This workgroup coordinates on issues surrounding pandemic response. They share community mitigation strategies, public information messaging, and response plans. The workgroup has developed a standard operating procedure for regional coordination during a pandemic which includes alert and notification procedures.
  • System Status Tools - This group is devoted to simplifying the access to information between states, particularly focused on bed availability and facility assessment systems. Their goal is to build a regional dash-board that can pull the independant systems of each state together for a regional picture.
  • Long Term Care - Issues effecting long term care facilities during disasters are the focus of this group. The state health care associations within region IV and other gulf states make up the group. They are developing evacuation plans, planning tools, and guides about ICS for nursing homes.
  • Patient Movement - This group is addressing patient movement coordination. They have developed a regional patient movement plan which has been integrated into federal patient movement plans. The group is also developing a concept for utilizing a patient movement cell to assist states when doing large scale patient movements.
  • Burn Care - This group is developing a regional burn care plan and has been closely coordinating with burn physcians in the south east.
  • Interoperable Communications - This group is currently in-active due to many other similar efforts underway. Region IV has appointed a liaison to a national interoperaable communications workgroup to represent the Region IV states.
